Introduction

We are seeking feedback on proposals for approximately 40 new homes at Six Mile Hill, Tedburn St Mary. The site has been identified as a sustainable extension to the village: it is well related to the existing settlement and able to support local housing needs.

A planning application will be submitted as an outline application, meaning that approval for access only is being sought at this stage. All other elements — appearance, landscaping, layout and scale — will be submitted later as Reserved Matters, and are not for detailed consideration within the outline application.

The proposals presented here reflect evolving design work and illustrate one way the site could come forward. We welcome feedback from the community to help shape the development before the planning application is submitted.

The Site

The site sits to the east of Tedburn St Mary, extending the village edge sensitively within a 1.3-hectare site defined by hedgerows and mature trees.


The development will deliver a range of new homes to meet local community needs and wider housing demand.

The site is proposed for allocation in the emerging Teignbridge Local Plan (2020–2040) under Policy V18: Lower Uppacott, Tedburn St Mary.

Although the Local Plan has not yet been adopted, it is now at an advanced stage. Public consultation has recently taken place on the Main Modifications, which represents one of the final stages in the plan-making process. Adoption is anticipated in early 2026.

Allocation Overview – Policy V18 proposes:

  • Approximately 40 homes

  • At least 0.36 hectares of green infrastructure (to be provided either on site or, potentially in lieu via a financial contributions towards improvements at the adjacent recreation field)

  • Contributions towards education

  • movement network including:

    • Vehicle access from Six Mile Hill

    • Cycle and walking improvements linking the site to Tedburn St Mary village centre

    • Safe and integrated walking and cycling routes within the site, including to Tedburn Recreation Field

In line with Paragraph 49 of the National Planning Policy Framework, significant weight can now be given to the emerging Local Plan due to its advanced status.

The design has therefore been prepared to align with Policy V18, as well as the wider requirements of both the adopted and emerging Local Plan.

Planning Policy Context

The proposals have been informed by assessments that have considered the relevant technical matters, including arboriculture, drainage, ecology, heritage, highways and landscape impacts.

What is being proposed?

  • Around 40 new homes

  • Mix of home types to reflect local needs

  • 30% affordable housing

  • Green infrastructure integrated into the layout

  • landscape-led masterplan responding to village character

  • Sustainable drainage integrated through a SuDS basin

  • Connections to existing footway network providing pedestrian connections to:

    • Village centre

    • Recreation field

    • Local school, shop, and bus routes

Please note:
This is an illustrative layout, showing one way the site could be developed. As the planning application will be submitted in outline, the final design — including appearance, landscaping, layout, and scale — will be confirmed later at the Reserved Matters stage. Only access is being sought for approval at this outline stage.

The Proposals

Design Principles

Our approach is guided by:

  • Two-storey building heights to match the village scale

  • Higher density closest to the village edge

  • Lower density towards open countryside

  • Retention and enhancement of existing hedgerows and trees

  • Layout shaped by site contours and drainage

  • Landscape buffers on settlement edges

  • Dark corridors for bat movement

  • Building forms inspired by traditional local character

Housing Mix

The development aims to provide a balanced mix of homes including:

  • 1–4 bedroom homes suitable for young people and local families

  • Larger homes to meet family housing needs

  • Policy-compliant affordable housing, delivered to the same design standards as market homes

This balance responds directly to feedback received during early engagement.

Landscape and Ecology

Assessments have been undertaken to understand the site’s natural features.

Headlines:

  • Majority of hedgerows retained and enhanced

  • Up to 13.37% net gain in biodiversity units

  • Up to 17.18% net gain in hedgerow habitat

  • Native species planting throughout

  • Wet meadow SuDS basin at the lowest point of the site

  • Tree retention, with only low-quality hedge sections removed where required for access

Movement and Access

  • Vehicle access taken from Six Mile Hill

  • Visible and safe access point with hedge translocation

  • Internal street network designed for low speeds

  • Priority for walking and cycling

  • Direct links to the Recreation Field and village centre via the existing footway network

  • Parking provided on-plot and elsewhere within the scheme in a manner that seeks to avoid car-dominated streets

Engagement with local stakeholders has already taken place over several months, including:

  • Meetings with Tedburn St Mary Parish Council

  • Meetings with the Recreation Committee

  • Two public meetings with local residents

Engagement to date:

  • 05 May 2025 – Parish Council meeting

  • 02 June 2025 – Public meeting

  • 07 July 2025 – Public meeting

  • 13 August 2025 – Meeting with Recreation Committee

  • 29th August 2025 - A request for pre-application advice was submitted to Teignbridge District Council

The outline planning application will be accompanied by an Engagement Outcome Report, summarising how feedback has been taken into account.

Further consultation will be carried out on the detailed design of the proposed homes and the site layout at the Reserved Matters application stage.
